ZHANG Quan-yi and Luoyang during the Five Dynasties

ZHANG Quan yi stayed in Luoyang for almost 40 years, experiencing the end of the Tang Dynasty, the Later Liang and Later Tang Dynasties. He was able to maintain the position as the governor of Luoyang, because he paid much attention to cultivate the wild land and develop agriculture, made preparation for military purpose, and he also renovated Luoyang city several times and made it the capital of three dynasties and the companion capital of two dynasties. The renovation of Luoyang is his most remarkable achievement.
