ON THE COORDINATED DEVELOPMENT OF URBANIZATION IN CHINAWITH A NOTE ON THE CLUSTER STRUCTURE

Abstract
As an inevitable approach of social and economic development, the process of urbanization in China should avoid such externalities as increasing unemployment rate and crime rate, epidemic of illnesses, expansion of squatter, environmental pollution and deteriorating ecological condition. These urban problems are more likely exist in big cities that are characterized with its agglomeration and scale effects. On the other hand, it has been proved that the policy restricting growth of big city a failure, since it cannot control the scale of city but enhancing the tendency of its expansion. This paper suggests that more attention should be paid to the industrial organization, which to some extent determines the competitiveness of medium and small scaled cities, and competing/coordinating relationship between cities. By adopting the principle of self organizing of a complex system, the author try to find out the basic law of evolution in terms of enterprise cluster within a city and the cluster of cities, so that to prove that cities with different scales tend to structure an organic and integrated cluster, which is a dissipation system with obvious hierarchic, co existing, mutual benefit, and high efficient characteristics and strictecological status. It is also argued that medium and small scaled cities, including satellite cities in metropolitan regions and rural towns, can surpass economic scale and growth dramatically during the rapid urbanization process. Last but not least, the author suggests some proposals for the guidance of immigration, spatial structural transformation of big city, and coordinated development of medium and smal scaled cities.
