Abstract

Three parameters Weibull distribution fits for difform frequency distributions greatly. In this paper,parameter estimation of three parameters Weibull distribution was discussed,and two methods of parameter estimate were given: moment method and maximum likelihood method. Better effect sometimes can be obtained when it was applied to weather. Maximum wind speed follows three parameters Weibull distribution with high fitting precision.
