There are so many dilemmas in the implementation of public interest. Especially in China’s urbanization process, the alienation and the generalization phenomenon of public interest is virtual serious, personal interests and government interests are often under the guise and fraudulent use of public interest. Program specification is an important way to breakthrough the plight of public interest, but also the proper meaning to achieve the public interest. In our current institutional arrangements and legal practice, ignoring the rules of procedure overmuch. Rules of procedure to public interest, including the open and transparent public interest investigation procedures, democratic and scientific decision-making process of public interest, fair and equitable public interest review process. However rules of procedure is not absolutely perfect, procedural justice of public interest can’t be absolute.
