Rethought of Perfecting the Mechanism to the State Stipend

There is no doubt about the important meaning of the state stipend which is a good cause to benefit the community and poor students. Nevertheless, the state stipend develops slowly; there is a large gap between loans for the economic difficulties and the needs of the students; the commercial bank loans and student loan default problems are more serious. In this paper, the factors restricting the development of the state stipend have been objectively analyzed, and policy proposals to improve the mechanism of the State Stipend are put forward.
