Application of Electronic Supervision in Corruption Prevention——A Case Study of Qingdao City

Abstract

Electronic supervision is used by the subjects of administrative supervision as a means to improve executive effectiveness and prevent corruption. To reach the purpose, they use the operation course of power rebuilding provided by network information technology, standardize and supervise power operation. Compared with traditional administrative supervision, electronic supervision has its special advantages and has increasingly been applied to corruption prevention. Taking the electronic supervision system of Qingdao City as an example, this paper builds an analytical framework of utilizing electronic supervision system to prevent corruption, explaining the mechanism of corruption prevention through electronic supervision practiced by Qingdao City, and its effectiveness from the aspects of cleaning up the power base of corruption, reducing opportunities for corruption and weakening the motivation for corruption. The study reveals three shortcomings of the electronic supervision of Qingdao City: the areas and levels of corruption prevention are not comprehensive; the supervision is still constrained by the current supervision system; the supervision is in lack of comprehensive performance evaluation. In response, several solutions are recommended by the paper: expanding the areas and levels of corruption prevention, improving the supervision point settings to optimize power supervision, perfecting the supervision system, and building electronic supervision performance evaluation system.
