Abstract
The problem of user right manager existing in application system development is solved.On the base of analyzing Eclipse,an design model of user right manager plugin based on is proposed which puts emphasis on general.And the realization method on Eclipse is discussed.The plugin can apply on all the softwares running on Eclipse.
