Higher Learning Institutions should Insist on Managing Strictly Campus by Laws

Managing schools by laws is the basic requirement for universities to carry out the strategy of governing country by the rule of laws and contains connotation of scientifically managing schools and democratic management.If Universities put emphasis on running school by law and strict management,they firstly should learn laws and know laws,reinforce concept of rule of laws,change managing methods and persist in using legal methods to standardize behaviour of running schools;Secondly they should take multi means,begin from regular practice and implement general management.
