Abstract
Digital rights management plays an important role in development,application,share and reuse of learning resources.This paper firstly provides for rights expression model for learning resource,defines the basic structure of license for learning resources,and describes license by XML.In addition,the paper probes into strategies of rights usage control for lear-ning resources,and realizes rights control module.
