Since reforming and opening up to the outside world, peasant burden goes to peasant household step by step by collective transfer , makes the understanding of peasant for burden become more direct, peasant burden weight is nation-wide phenomenon, west area peasant burden unbalanced problem is stressed more. It is various to restrict west area peasant to increase the factor of receipt. Increase peasant income with lighten peasant burden both correlate and supplement each other , it is to protect peasant benefit to lighten peasant burden, it is also to increase peasant income, both is two aspects of problem. When coordinating peasant income and peasant burden relation, key is the combination department that will seek accurate both.
