Changing Concepts of Development and Making the 12~(th) Five-year Plan of Anhui Province

In order to make the 12th Five-year Plan,it is of great necessity to study and reflect on the formulation and implementation of the 11th Five-year Plan.The speed-oriented concept of development is to be changed into a scientific one,which is based on the Scientific Outlook on Development,the most important idea of development in contemporary China.Such a change requires that the making of the 12th Five-year Plan of Anhui Province should be consistent with the development concept of the central government.The formulation of a five-year plan of Anhui Province calls for an accurate and scientific understanding of the salient features of development in Anhui as well as the goal setting,strategic orientation and key tasks of the 12th Five-year Plan.Only in this way can the provincial plan be of distinctive and innovative spirit of the time.
