On Social Unfair in Public Ownership Condition

Social fair is historic and concrete,its realization is a historic course.After constructing public ownership,social unfair still exists.There are some reasons that lead to unfair:The idea of justice can not put into effect fully institution design and real life;the realistic public ownership is constructed in backward countries;the democracy and legality of these countries are developing,especially;public ownership is understood narrowly in these countries,people do not know that there are many ways to realize public ownership,even consider equalitarianism as public ownership and as socialism.With deepening of division of labor,social unfair is unavoidable.The social unfair is may be abolished gradually.
