Abstract
The worldwide water price policies were studied.The following inspirations were obtained: it was inefficient to carry out the invisible way in agricultural irrigation water fee,and it was not suitable for the current situation of water resources in China.While the visible way was an efficient way to change the low efficiency of agricultural irrigation water,so,the invisible way in agricultural irrigation water in China should be changed and both water fee collection and subsidy should be adopted.The necessity and feasibility of agricultural irrigation water fee from invisible to visible were analyzed.Taocheng District of Hengshui City in Hebei Province was taken as an example.The water-saving incentive mechanism of water fee collection and subsidy was implemented,and the water-saving effectiveness was obvious,indicting that the public easily accepted the way of water fee collection and subsidy.
