Abstract
This paper,involving the question of how stimulating the formation of voluntary provision of public goods by building up a positive interaction between external public policy and individuals' internal social preference,for answering this question,employs the latest applications and cutting-edge trends of interactive game control experiments,as well as natural and field experiments in public policy design,which focusing on the economic theories context of voluntary provision mechanism of public goods. It founds that the context of public policy,the lack of valid information,individual heterogeneity will affect the formation of cooperation,but enhance individual autonomy will reverse the crowding-out effect of public policy for the social preferences.
