Abstract

The relationship between and rights is one of the fields full of controversy in the international relations theory.How to deal with their relations is the question,which must be answered in the new era.We firmly protest human rights over and sovereignty disappearing theory,at the same time,we also watch out the tendency of absolute theory and deny rights' international law.The relationship between and rights should be orientated on the basis of the citizen rights.
