China's entry into the WTO asserts pressure and drive force to the reform of distance education in the country.The identification of higher education as the focus and starting point for the development of modern distance education can, on one hand, avoid experimenting something in the blind. This is also advantageous for the establishment of an open network for modern distance education,and the formation of a system for lifelong education.To treat modern distance education as an enterprise allows it to develop a mechanism which goes in line with the market economy and at the same time to operate efficiently and be amenable to future development.This enables distance education attaining its superiority and fitting into a market economy.
