Abstract

In the fourth plenary session of the 16th Central Committee of the CPC, our party puts forward for consolidating the Party's ruling social basis and realize the party's ruling historical task, it is an inevitable requirement to form a harmonious society in which each does his best and each has a role to play. In the new era, facing the new environments and conditions, building a harmonious society is a new task of the construction of the Party's ruling capacity.
