Abstract
The core of planning is goal, creativty, strategy and effectiveness. The planning in university journals plays a valuable part in the reforms and development of the journals. In spite of its abundant contents the journal planning chiefly has a general planning and sectional planning and longterm planning and shortterm planning. The principle for planning is the principle of aim harmony, the principle of farsightedness, the principle of development and the principle of unity of social influence and economic benefit. A successful planner must possess an intelligent structure with a creative idea, highlevel political awareness and acute insight, profound basic knowledge and a good command of editing and rich practical experience.
