Abstract
The development of the people as the guidance is the reasonable choice of china when its development coming into the new stage.On the stage,it is necessary to deal with the relation of justice and efficiency.The efficiency,in reality,can deal with through the market.The profits belong to the sociality while the responsibility of government is serving the sociality and maintaining the justice.Modernization and urbanization should be closely related.Complying with urbanization and taking it as the mode be vigilant of the social disorder and lead the right direction development should be the total strategy in this stage.
