Abstract

Since the policy of expanding university enrollment was implemented in 1999,Chinese higher education has stepped into the stage of mass education from the elite one.The consistent,(coordinated) and sustainable development of higher education calls for scientific outlook on development as its guideline.The higher education scale should be further expanded in an appropriate way and such issues as quality,levels and features of running school should be rationally considered and scientifically settled.
