Abstract
After the West Jin Dynasty brought Ning Zhou under its control,it abandoned the administrative policy carried out since the Han Dynasty and implemented the hard-liners' policy of suppression.The later political disturbance in Ning Zhou proved its failure in ruling.Apart from the poor policy,its failure was related to a poor relationship with the influential and powerful families in Ning Zhou.The South Dynasty succeeded the West Jin Dynasty but its control of Ning Zhou was never effective due to its own weakness and the long local turbulence.On the other hand,during this period,there emerged further changes of the social structure and more ethnic fusion,which at last formed the Baiman,a new local ethnic group.
