Abstract
The goal of the health care reform and development of health and is to allow people to enjoy health services and promote human’s health,therefore cognition of health and medical services is very important.It is directly related to the delivery of health care services and the government’s roles and its responsibilities.However,both in the academic and practice fields,problems on the characteristics and scope of essential health care services remains to be overcame.In this paper,the popular opinion that essential health care service is public good is and responsibility of government on the provision of essential health care service is analyzed.
