Performance and Gap Analysis of Implementing the Strategy of Rejuvenating the Old Industrial Bases in Northeast China for Ten Years

According to the statistical data of the old industrial bases in northeast China and nationwide from 1993 to 2012 which comes from the three northeastern provinces of Statistics Bureau and National Bureau of Statistics,this report is going to study the performance and gap of implementing the strategy of rejuvenating the old industrial bases in northeast China for ten years by using before- and- after analysis and computing performance increment value. It is shown by research that the strategy of rejuvenating the old industrial bases in northeast China had remarkable effects on financial investment、economic growth、social development、foreign trade、talent development、innovation ability in northeast China,promoting economic and social development of the old industrial bases in northeast China effectively,changing the relatively backward situation in northeast China since China's reform and opening- up was carried out. However,there still exist several prominent problems such as unclear adjustment of economic structure,weak ability of effectively resource- utilising and environment- protecting,and low economic opening degree of regional economy in aspects of economic structure,resources and environment,which specifically are embodied in the following areas: low percentage of tertiary industry,low comprehensive utilization ratio of industrial solid waste,relatively high unit GDP energy consumption,relatively less actual utilized foreign direct investment volume. In order to achieve coordinated sustainable development in economy and society of northeast China,the government should adjust concentration of its strategy according to local conditions,improve management mechanism transparency and economic opening degree by deepening reform,invoke the awareness of environmental protection,focus on solving the problem of regional environmental contamination which is based on relatively high energy consumption unit GDP,and then quickly issue political measure which can promote the tertiary industry
