When the rural surplus labor takes a shift,a lot of children move with their parents to the cities and thus there exists the mobile children population. These migrant children have been treated unfairly in compulsory education after they moved into urban communities. To help with the equality in education opportunity, certain measures can be taken—such as to improve the ways of financial appropriation,to set up the professional education management companies, and to introduce the school social work in this field.
