Abstract
The range and profundity of citizen participating politics is the important criterion on political democratization and modernization in socialism.To enlarge citizen's orderly participation in socialism political civilization is one of the important contents.To strengthen the research on political participation and to enlarge citizen's orderly participation in political affairs have important and realistic meaning for constructing political civilization in socialism.
