American Experience:University Autonomy and Accountability

The relationship between university autonomy and accountability is an important issue in higher education.University autonomy and limited autonomy are the base of accountability,and the accountability is the inevitable result of the autonomy.Since the impact from exterior power to higher education continues to be strengthened,it is vital to balance the relationship between university autonomy and accountability.This paper introduces some experience in America: to safeguard autonomy when implementing accountability;to deeply understand the academic character of university;and to carry out the accountability through agency.
