Abstract
This paper points out the necessity ofimproving the property right of natural resources. The necessity is rel ected as follows: the rules for the exchange of ownership produced by collective action; the use value of natural resources and social fundamentality of value; natural resources are economically of scarcity in the economic activities; and settling conl icts and making the best use of everything is the fundamental principles for exploitation of natural resources. This paper goes on to look at that there are stark dif erences between quasi-property and the typical usufructuary right concerning natural resources. The quasi-usufructuary right can interpret atypical property characteristics in the use of natural resources. In the end, this paper proposes that quasi usufructuary right should be classii ed as an independent type in the future unii ed registration. In order to realize revenue maximization of society overall under the public law and regulation, we must dei ne property right of natural resources, as well distribute the rights and obligations reasonably.
