Abstract
During the Xian Ning Period in the beginning of of the Western Jin Dynasty,Liu Meng and Shu Ji Neng respectively launched riots against the reign of the Jin Dynasty.There are two different perceptions on the nature of the two incidents.It may be concluded,after an analysis of the policies on minority groups during the reign of Emperor Wu,that reason for the riots whose background was the escalation of the class contradictions and ethnic confrontations at the time is largely attributed to political and military struggles between the Han ruling class and the upper class of the minority groups who had moved inland.Therefore,it is not all proper to view them as ethnic uprisings or to generalize them as riots.
