Abstract
The study of formation and development of industrial clusters must be based on the theory of sustainable development, aiming at constructing a sustainable system of industrial clusters and perfecting the system that can promote the sustainable development. The competitive capability and superiority of industrial clusters grow with the development of industrial innovation.Industrial clusters are supposed to develop in the following four steps:emerging, developing, maturing and converting. This process can be illustrated by a logistic growth curve, which is in the shape of compounding and rising “S”.The four kinds of motive force that influence the sustainable development of regional industrial clusters can be found in embeddedness, innovation, competition and cooperation, and externalities.
