Abstract
After the war of over half a century the world trade tends to liberalize progressively,especiallysince middle period of1980s,and the newand high technology taking information technology as the cen-tre has been developed rapidly.After the establishment of the World Trade Organization,internationalliberalization of trade is regarded as their organic trade rule and main goal.Trade protectionismappearingin the evolution of international liberalization of trade,is different from traditional trade protectionism inmany aspects.Traditional trade protection is shown as tariff barrier in the developed country and in thedeveloping countries the government controls the import trade and the foreign currency;The trade protec-tionism in recent years seeks help fromthe newway of the non-tariff barriers,but IPRs protection is moreelusory and ingenious protection than other protections among a great deal of measures.
