A lot of degree verbs were used in the provisions of Constitution,Regional Ethnic Autonomy Law,and Several Regulations of Regional Ethnic Autonomy Law of PRC Implemented by the State Council,which can not be interpreted clearly and defined through explanation of legal clauses.The usage of these degree verbs depends on the nature of the active of the special care and favorable right obtained by the regional autonomy of ethnic minorities.Therefore,the usage of degree verbs in the legal provisions is the flexible need for the state to implement the regional autonomy of ethnic minorities based on the actual situations.
