Abstract
From points of view of philosophy, law and economics and by methods of literature research and investigation, the socialized development of public sports organizations in China was studied and the theoretical basis for the substantiveness of public sports organizations was discussed. It is indicted that there are five key components in the substantiveness development of public sports organizations under market economics, which are the decisive role of the members, the practicality of its program, the unification of its administration, the strong power of its resources, and the independence of its finance. These are the essential characteristics and constructive basis of the substantive development of public sports organizations.
