Abstract
In this article, which concentrates on the primary function of criminal pretrial procedure from points of view of law culture transplantation which must be set out from the localized thought based on our country's reality, I consider how to grant the People's procuratorates with part of the function of judicial review. It will bring to light the distinguishability of the relationship between procurator and police in the pretrial procedure, and put into effect the People's procuratorates judicial supervision of the pretrial procedure in order to maintain judicial equity and justice.
