Current Situation and Countermeasures of Ability Construction for National Pilotage Organizations

Ship pilotage is a very important link in the chain of shipping and port construction.Capability building of Pilotage organizations is an urgent and long lasting task.On the basis of full investigation of all 40 pilotage organizations in China,the current situation of the capability building of the Chinese pilotage organizations is briefly introduced;the needs of Chinese pilot society for the capability building are analyzed.In consideration of practical situation and needs for capability building of Chinese pilotage organizations,some suggestions of decision-making are put out in the respects of the capability building support,the consolidation of pilotage management and administration,the development of pilot staff,equipping of pilotage facilities,the realization of pilotage information modernization and the improvement of national pilotage laws and regulations,etc.
