Comprehensive Evaluation on Development Level of the Tertiary Industry in Xinjiang

Based on the analysis of present statue, this paper makes an initial inquiry to the principle and method of evaluation and policies of development of the tertiary industry development. Firstly,the paper discussed the relation between regional economy and other factors and the tertiary industry, and show the current problems of the tertiary industry development in Xinjiang for explaining the importance and necessary of study. Secondly, it set the indices system according to the systematic, oriented, replacing and objective principles. These indices choosed reflect well the tertiary industry level.They includes developing scale (including two aspects: total scale and per capita scale),developing speed (1% absolute value developing speed used to comprehensively represent development speed and level), economic benefit (Developing the tertiary industry not only note quantity,but also quality. Benefit is the target of producer), industry structure (Quotient of tertiary industry is a important index to evaluate region economy), and potential of development of the tertiary industry (Sustainable developing tertiary industry is the key of the region economy). Secondly, The indices are given weights by AHP (Analytic Hierarchy Process ). Then, the paper calculated comprehensive evaluation scores to the development of the tertiary industry of all prefectures in Xinjiang in the MCA(Multi Criteria analysis),and also give four classifications, rank and corresponding discussions in result of evaluation and practical statue of each prefectures. The rusults is accord with the practical instance and study results of some scholars. Finally , advice is put forward for different types of regions on the development of their tertiary industry, which aims at helping the government to make the developing policies of the tertiary industry of Xinjiang. Concretely, the first typical regions haue good base of tertiary industry. The tertiary industry meets the demand of primary and secondary industry but the inner tertiary industry structure shows a little inconsequence, especially the finance and insurance. Therefore, it is necessary to enhance development of these industry. The second typical regions haue the same problem as the former and should restrwture industry by strengthening the secondary industry and energetically developing the tertiary industry. The tertiary industry of the third,fourth typical regions have developed slowly and have weak base. The more quotient of primary industry is responsible for the current circumstance. Thereby,these regions should not only consolidate the basic of primary industry, but also develop the secondary, tertiary industry step by step.
