Abstract
The European Union has apply the solvency Ⅰat the present,under its framework,solvency capital requirement is according to the content and type of business to determine the maximum between the minimal capital and solvency capital requirement. While with the changing of economic condition and many new types of risk rush out,solvency Ⅰneither have enough risk sensitive nor control the new developing risks. Therefore,a more complete in terms of theory and system—solvency Ⅱarise at the historic moment. The purpose of solvency Ⅱis to make a continuous solvency framework under all business types,this framework will considering all quality risk management and the accuracy of risk assessment system. solvency Ⅱis more mature and precise and can be reference for China's insurance solvency regulation.
