Abstract
The general land use planning was the evidence of land administration at country scale.Currently,the system of yearly land supply program in general land use planning was strict and not elastic,not fit the County level,and lowered the planning's instruct function and the status of the law.There was not yearly land supply program in land use zoning regulation,but only controlling the quantity and quality of land.The problem in the general land use planning at country scale could be solved perfectly.The general land use planning at country scale which centered on Land use zoning regulation should be built in the future.To implement the land use zoning regulation practically needs the complete law system and grown-up handling technique.
