New property rights system of urban land supply

the paper is to explore new property rights system of urban land supply with fast ur- banization and marketability reform in China.The results shows that the access of the reform is to rebuild the property rights system by adding ground fight and land enslaving right and land devel- opment right for urban,in which the aim is to improve the tenure and management of urban devel- opment,and emphasize the privatization of urban land.Meanwhile,it is also important to combine reforms of both regulations and administration systems with the property rights system.The paper finally points out that rebuilding the property rights system for urban is legal base to transfer ad- ministration of urban land from only administrative permit into multiple methods employing admin- istrative,economic and legal,which is more suitable with the China's development.
