Abstract

It analyzes evolutions of governmental function policy decision of city plan in China, points out problems existing in policy decision of city plan under planned economic system, and introduces ways of optimizing policty decision of city plan, namely, to accelerate moderate separation of decision rights、to perfect system of city plan laws and to strengthen inspection on policy decision of city plan.
