Study on Regional Legislation of Education and Related Factors

The process of regional legislation of education is generally divided into proposal,deliberation,approval and announcement. Appropriate procedures should be followed in each stage and interests of related parties should be considered. Local governments,local People's Congresses,educational institutions and school groups surely affect the legislation. Interest groups,stakeholders,experts,scholars and public opinions may also have an impact on the regional legislation of education. Furthermore,educational legislation in different provinces and cities should be coordinated. Two methods could be applied to coordinate educational legislation among regions: joint legislation and joint regulations.
