Abstract
The report delivered at the 17th National Congress of Communist Party of China (CPC) comprehensively elaborates the profound connotation, the general background and the spiritual essence of the Scientific Outlook on Development. New requirements have been put forward to thoroughly apply the Scientific Outlook on Development. The 17th National Congress of CPC symbolizes that China has entered a new era of scientific development. Putting people first is the essence and core of the Scientific Outlook on Development. Putting people first is of vital importance to comprehensive understanding and earnest assurance of the Scientific Outlook on Development, for building a moderately prosperous society in all respects, so as to build the Party for public interests and exercises governance for the people.
