A probe into the local legislation on marine environmental protection in the new era——A research based on jiangsu province

With marine development activities becoming more and more active,the marine environment problem becomes more and more serious.The protection of marine environment becomes an impending issue.Based its research on the background of the legislation practices on the regulations of Jiangsu Province on marine environmental protection,this article makes a preliminary investigation into the major issues arising in the legislation process such as the necessity of local legislation,joint law enforcement,cross-region law enforcement and usage of pollutant discharge fee.
