Abstract

Some key links existing in the concrete implementation of E-government determine directly the success or failure of E-government. But the successful E-government in the practice pays great attention to the implementation of these links, these key links are the strategies of E-government, electronic grouping, cooperation and organization of E-government and third party consultation.
