Abstract
The paper explores the causes of the establishing the prefecture and county system in ancient Gaochang area in the time of the Wei and Jing Dynasties and the Northern and Southern Dynasties of China, which was the time of turbulent and separatist situation in the ancient Chinese history. And the author believes that this suggests that the links between Inland China and the Western Regions were not weakened and so were the unanimous characteristics between them.
