Abstract

This paper makes an overview of private forest logging management system of eight major developed countries and sums up their characteristics,and then puts forward proposals on China's collective forest tenure reform and harvesting system reform.It indicates that foreign developed countries develop their private forest harvesting systems on th basis of their local conditions.Local governments have more power for private forest management and guide private forest harvesting with sustainable forest management idea.It advises that China must adhere to the collective forest harvesting permit system to improve the relevant laws,formulate forestry planning and allow forest landowners to develop their forest management plans.Various policies must be implemented to regulate private forest harvesting activities and strengen post-harvest forest management.China must develop various private forest management systems actively for different areas.
