Abstract
Newspapers play an important role in diplomacy. During the reforms in late Qing Dynasty, the Qing government started to react to foreign newspapers by establishing new departments, and tried its best to modulate diplomatic resolutions according to the information collected. All these manifested the diplomatic attitude change of the Qing government.
