Abstract

Rule by lawis always pursued by our country during the course of the legal construction,mainly focusing on its order value.But the real demand of legal state isRule of law.So we should transfer from Rule by lawto Rule of law,and the key is enforcing the executive force of law.It is not only the emergency task now,but also a useful road to Rule of law.
