The Overall Planning for Both Urban and Rural Development & the Construction of the Rural Social Security System

To make an overall arrangement for the development in both city and countryside is crucial to the construction of a cordial and harmonious society and new socialist countryside in China.The difficulty of the overall arrangement for the urban and rural development rests in providing security for the rural population which has been extended and increased by the deterioration of the expected security.By spliting and separating the rural residents away,and by improving and optimizing the prospective social security for the rural residents,the government should take building and executing a scientific system of social security as the first job,so as to realize a system of social security for all of citizens in both city and countryside,thus promoting a coordinated development in both city and countryside.
