Abstract
At the beginning of the Eastern Han Dynasty, all groups had a hard discussion on the location of the capital. Due to the social circumstance, geographical location of Luoyang, economic situation, the regional background of ruling group and the policies of Liu Xiu, the Eastern Han Dynasty elected Luoyang as its capital.
