Abstract
The construction of constitutional ruling has critical values and is an important measurement for the political civilization. The two concepts are closely related. Political development depends on lawful ruling. Political civilization depends on the civilization of constructing lawful ruling. To achieve modern political civilization, it is necessary to strength constitutional ruling.
